Kapalua Bay Beach

Kapalua Bay Beach curves between two rocky points on Maui's northwest shore, sheltered enough that the water stays calm most days and clear enough to see the reef fish without much effort. A short tunnel and staircase connect the small parking area to the sand, which keeps the beach from ever feeling overrun.
The calm, clear water makes it one of the more reliable snorkel spots on this coast, but the tiny lot and daily paid parking keep it from being anyone's casual, spontaneous beach.

A small public lot marked Beach Access sits just past the Napili Kai Resort on Lower Honoapiilani Road and charges non-residents by the day. It fills early, so free roadside parking along the highway above is the backup.
From the lot, a short tunnel and a staircase lead down to the sand, manageable for most people but not stroller or wheelchair friendly.
Summer delivers the calmest water and the best snorkeling visibility, while winter's north swells can push enough surge into the bay to stir up sand and cut visibility.
