Pea Island National Wildlife Refuge Beach

Pea Island National Wildlife Refuge runs along Highway 12 between Oregon Inlet and Rodanthe, thirteen miles of undeveloped beach and marsh set aside for shorebirds, sea turtles, and the occasional stretch of genuinely empty sand. There's no town here at all, just the refuge visitor center and pull-offs along the highway.
Genuinely empty, undeveloped sand this close to the busier Outer Banks towns is rare, though the seasonal bird and turtle closures mean checking current conditions before picking a spot.
How we score beachesStop at the visitor center about four miles south of the bridge before picking a pull-off. The rangers know which stretches are open that week, since bird and turtle closures shift throughout the season.
Free parking is available along Highway 12 at marked pull-offs and at the visitor center lot, except in construction or posted closure areas.
Most access points are informal sand paths from the highway shoulder to the beach, with a paved lot and boardwalk only at the visitor center.
Leashed dogs (10 feet max) are allowed on the beach and near parking areas, but not on refuge trails, and not in posted closures near Oregon Inlet during nesting season.
Water reaches the upper 70s by August, alongside the June through November hurricane season typical of the Outer Banks. Spring and fall bring the best birdwatching, when migratory species pass through the refuge.
