Panama City Beach runs 27 miles of white quartz sand along the Emerald Coast, its character shifting block by block from the high rise strip near Pier Park to quieter residential stretches like Laguna Beach and Sunnyside further west. Dozens of public beach accesses dot the whole run, so finding sand rarely means much of a walk from wherever you're staying.
27 miles of easy, consistent beach access is genuinely convenient, but the dense high rise development and heavy tourist crowds on the main strip keep it from feeling like a local favorite the way quieter Panhandle beaches do.
How we score beachesSkip the main strip's paid lots and look for a public access marked with a blue sign in a residential stretch like Laguna Beach or Sunnyside, parking there is often free or cheaper and the sand is the same. The dedicated Dog Beach across from Pier Park, at accesses 56 and 57, is the one 400 foot stretch where leashed dogs are actually allowed.
City owned lots run 2 dollars an hour or 12 dollars for 24 hours, paid through the Passport Parking app. Bay County owned lots in the unincorporated stretches outside the city are often free.
Public accesses are marked with blue signs throughout the 27 mile stretch, most leading onto paved paths or boardwalks that end in a short walk of soft sand. Density of access points means a short walk from parking almost anywhere along the beach.
Dogs aren't allowed on the main public beach, with one exception: a designated 400 foot Dog Beach across from Pier Park at accesses 56 and 57, leash required.
Summer draws the biggest crowds and warmest water, along with the start of hurricane season in June. Spring and fall keep the water swimmable with a fraction of the people, especially away from spring break weeks in March.
